Troop Youth Leadership Elections/Assignment Process Twice a year in early October & early April the Troop holds an elections process to select new Youth Leaders. The whole Troop elects a new SPL by voting. The new SPL in consultation with the Scoutmaster and retiring SPL appoints first an ASPL and then other Scouts for all the Troop Youth Leadership positions. Appointments are made from the pool of Scouts who volunteer for each position. The Scoutmaster or SPL's may encourage Scouts to volunteer to serve - but they must agree to this before they can be appointed. Every position is expected to change at every election - unless there are insufficient candidates. Preference is given to 1st Class Scouts and above for Youth leadership positions due to the requirements at Star/Life & Eagle for Troop Leadership position tenure. Each Patrol also elects its Patrol Leader who appoints an assistant Patrol Leader - these positions too should change at each election and preference be given to 1st Class and above Scouts The Scoutmaster will publish the list of positions and this will usually become effective after the next PLC meeting following the elections. That PLC meeting will serve as the formal handover for the SPL/ASPL as well as for the other roles. Both outgoing and incoming Youth Leaders should attend.
